TECHNICAL ISSUES:

1. RULES:

TCF Chess Competition procedures are effective.

2. APPLICATION :
    • Any chess player that has TCF Player License in accordance with TCF Player License Regulations.
    • The entrance pay for A group players is 20 USD , 10 USD for B group players and 10 USD for C group players.
    • Applications are valid in Turkey via City Representatives of TCF or abroad may be submitted to hasan_guven@hotmail.com until 18 September 2007 Friday at 15:00 via Internet or by Fax 0332–322 79 12 in written form. Foreign players are going to apply for participation, transfer demands, arrival-departure dates and times to the following e-mail: a_koral@tsf.org.tr .

CATEGORIES:

  • General Open Group: 90’+30” inc./move
  • Under16 Youth Tournament: 60’+30” inc./move

C- Any player can participate in the Blitz Tournament. (Time control 5’) 13 rounds, if the participation is smaller than 120, then 12 rounds, if the participation is smaller than 80 , 11 rounds.

 

3. STATUE:

All results will be sent to FIDE for ELO and title aims.

 

4. SPECIAL ISSUES:
    • First Round pairings are going to be done according to the schedule. Latecomers are going to be added in the end of players list and included in the pairings. The players who arrive after the first round starts are included in the next round. The pairing is made after the standings are renewed before the second round. No new players can be included after the 2.Round pairings are announced.
    • The participants in the same category receive the biggest prize possible. The prizes are shared if possible .
    • The chief arbiter is authorized to increase-decrease the number of rounds depending on the level of participation and changing the pairing method. If such a decision is taken, then the new schedule will be will be announced at the end of technical meeting.

5. TIE-BREAKS:

If any place at the final standings is shared in A and B categories, then Median Buchholz-1,
Median Buchholz-2, Median Buchholz-3 (weakest result reduced) and Berger are compared respectively.

6. APPEALS :

Appeals are evaluated in accordance with TCF Appeals Committee regulations. Any appeal must be accompanied 75.- YTL and in written form against to Chief Arbiter decision no later than 15 minutes after the end of the round that the game was played. If appeal is accepted by committee money will be returned back, otherwise it will go to TCF Account.

7. SPECIAL PRIZES: 15,000.00 USD is going to be rewarded by Governorship of Konya.

A-General Open Category: Total Amount of Prize= 9,600.00 USD.

a-) Players in the first seven places after the final standings;

b-) Turkish players in the first 6 places;

B- Under 16 (Born in 1991 or after):

b-) First 5 Turkish players;

BLITZ TOURNAMENT:

8. ACCOMMODATION:

i. 15 highest ELO rated foreign men players,
ii. 10 highest ELO rated foreign women players,
iii. 15 highest ELO rated Turkish men players
iv. 10 Highest ELO rated Turkish women players, are given free full pension accommodation. Players from Konya cannot be included in full pension. Other players will meet their expenses themselves. Help will be provided if they apply for. If the number of players in the groups are not filled, they might be completed from another group.

9. TRANSPORTATION:

Players will be responsible with their own transportation expenses . If there is any demand, transportation will be provided from the airport, bus and train station.

10. ANNOUNCEMENT OF THE LISTS:

The name of the applicants are going to be announced on September 10, 2007 Monday at 16.00 and is going to be updated regularly at www.tsf.org.tr and www.konya.tsf.org.tr . Finalized lists are going to be announced at the same web sites on September 14, 2007 Friday at 17:00.
